Conditional randomness

This approach is used to redistribute disease frequency values among spatial regions in the Local Moran method (Anselin 1995). In each randomization, the disease frequency is held fixed for one spatial region, and the remaining values are randomly assigned new locations. Thus, the randomness is conditional—all regions get randomized frequencies but one. This process is repeated as each region is evaluated in turn.
