The Cancer Atlas Viewer user interface is made up of several sections, including the data view, the spatial weights view, and the log. The rest of the application window, the workspace, is available to fill with maps, plots, and histograms.
Because dynamic data exploration is so graphical, and because it is possible to want to keep many windows open to hold several views of the data, the Cancer Atlas Viewer allows you to turn on a "virtual workspace" to hold many windows. The virtual workspace puts scroll bars on the workspace, the area inside the data view, spatial weights view, and log. You can then place the windows outside the "view port" and scroll through all of the views of your data using the scroll bars.
Turn this on in the Window menu (Window > Use virtual workspace). When you tile the windows, however, they will tile to the view port (the area of the workspace shown on the screen at the time you tile).
